New Year Address

With the new year taking the place of the old, the brilliant career takes on a new look every day. At the arriving of the New Year 2022, I, on behalf of the DSIC leadership extend my New Year wishes to all the staff, the cooperative unit employees, the military representatives in the factory, the shipowner's representatives, the surveyors, the retired veteran comrades, and the family members of the employees who have given support to DSIC, I wish you all good luck and full of happiness!

2021 was an extraordinary year, facing the complex international situation, especially the severe impact of the coronavirus pandemic. DSIC thoroughly implemented the spirit of the 2021 Annual Work Conference of CSSC to withstand the pressure and forge ahead, planned as a whole the epidemic prevention and control, scientific research and production, successfully accomplished all the annual production and operation tasks and maintained the stable development.

In the past year, we concentrated our efforts to build a strong armed forces, and the military production was stable and orderly. We raised our political stance, fully fulfilled the primary responsibility of strengthening the armed forces, and successfully completed the annual task of delivering military ships. Chinese People's Liberation Army Navy Ship “Dalian”, the navy's new guided-missile destroyer, was handed over and commissioned in Sanya, Hainan Province, raising the military prestige and invigorating the national prestige. Key products of various models were built on schedule. Adhering to the principle of highlighting the core of military industry and deepening the reform of military industry system, DSIC integrated and reorganized the Military Industry Department, set up the Military Industry Special Engineering Office, established the Military Repair Business Division, implemented the business division management mode of military repair business, and made efforts to provide first-class equipment and service guarantee for the construction of the world first-class navy.

In the past year, we broaden the marketing mode and made a great breakthrough in business orders. The annual orders of 39 ships/ 3.95 million tons / 28.7 billion yuan effectively ensured the continuous construction of production lines. We signed a letter of intent for cooperation with China Merchants Energy Shipping Corporation (CMES) for 1+1 LNG carrier of 175,000 m³, and finally entered the large LNG carrier market after years of accumulation and precipitation; we received two new shipbuilding orders for the world's first 7,500 m³ liquefied carbon dioxide carrier independently developed and comprehensively applied a variety of innovative technologies, providing transportation solutions for the whole industrial chain of carbon dioxide capture, transportation and storage.

In the past year, we focused on the main industry and got good performance in shipbuilding industry frequently. We completed the sea trials of the world's first LNG dual-fuel VLCC in fuel and gas mode; we made the critical cycle of the 300,000-ton VLCC Ships No. 96 and No. 97 to be only 81 days, which set the shortest production cycle of the VLCC project; we delivered the MV31 project with high integrity, creating a new construction mode, in which the hull transformation, module construction and module integration were carried out by the same shipyard, laying a good foundation for subsequent project cooperation.

In the past year, we continued to make efforts in research and development to optimize and upgrade the main ship types. We installed the independently developed C-type LNG bunker on the world's first dual-fuel VLCC, achieving a new breakthrough; we developed the green methanol fuel VLCC ship, and got recognition in principle by classification society for LNG fuel based on membrane tank technology and new "Zero Carbon" ammonia fuel VLCC ships; we carried out the technological development of LNG fuel-powered ship and launched the  scheme of the LNG fuel-powered ship mainly built by the group.

In the past year, we deepened the integration and restructuring, and achieved preliminary results in reform. We formulated the Outline of High-quality Development Strategy of DSIC and the 14^th Five-year Development Plan of DSIC; DSIC Tianjin Company was established for operation, and the overall layout of "one headquarters and four bases" was formally formed; we made work plans of integration and reorganization for 10 affiliated enterprises in 4 groups, among which 6 enterprises in 3 groups had business and organization adjustment and personnel transfer completed; we improved the corporate governance system, set up the board of directors and completed the staffing of the board of directors and supervisors in five subsidiaries, including DSIC Shanhaiguan Shipbuilding Industry Co., Ltd, DSIC Tianjin Company, DSIC Industry Company, DSIC Equipment Company and DSIC Changxing Company.

In the past year, we strengthened the guidance of Party building and planned for the future. We always kept in mind of the Party's leadership over state-owned enterprises, and celebrated the centenary of the CPC in various forms; we carried out study and education activities of the Party's history, and carried out practical activities of "doing practical things for the people" centering on providing high-quality products and services, protecting the rights and interests of the employees, and fulfilling social responsibilities; we successfully held the second congress of party representatives and elected a new "two committees" team, planning the grand blueprint for the next five years.

The new era starts a new journey and calls for new achievements. In 2022, there are still many uncertainties as to the global epidemic situation and the external environment. The downward pressure on China's economy is still considerable. The shipbuilding market has recovered somewhat, but the upward strength is limited. Oversupply in marine engineering market is normal. We shall take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as a guide, fully implement the spirits of the 19^th National Congress of the CPC and the previous plenary sessions of the 19^th CPC Central Committee, implement earnestly the General Secretary Xi Jinping’s important instructions and the major strategic decisions and plans of the CPC Central Committee, continuously strengthen the overall leadership of the party over state-owned enterprises and the party building, take the military project as the base, take the scientific and technological innovation as power, take the layout optimization as traction and take the deepening of reform as the main task, firmly promote the transformation and upgrading of the industrial structure, move forward with determination, forge ahead together, and transform the party's political advantage into a majestic force to promote the continuous progress of all undertakings of DSIC.

We shall strive to break new ground of high-quality development of DSIC by centering on the development ideas of "Military-Oriented, Innovation-Driven, Optimizing Layout, Deepening Reform and First-Class Standard". Firstly, fulfill the primary responsibility of strengthening the armed forces, innovate the management mode of military construction, and fulfill all military tasks with high quality on schedule. Further shorten the cycle of production design and construction through collaborative design of all links between military factories; Secondly, break through the key technology of high value-added marine equipment and promote the structure upgrading of marine products with brand advantages and enhance competitiveness; Thirdly, launch the relevant capacity construction of each base, optimize the layout of capacity, and fully promote the urgently needed capacity improvement and supplementary construction projects of each base; Fourthly, improve the evaluation mechanism of leading cadres and revise the performance evaluation plan; Fifthly, deepen the development of the ranks of cadres and talents, and establish a personnel orientation that values responsibility and performance; Improve the reasonable and fair salary distribution system, with the positive incentive of "work more, get more" as the guidance, combined with the assessment of employees' personal ability and work performance, fully mobilize the enthusiasm, initiative and creativity of all kinds of talents in the enterprise; Sixthly, reform the employment mechanism of outsourced workers, start with the access and contract mode of the outsourced workers, strengthen the outsourcing and external cooperative management, integrate the resources of external cooperative units, and promote the realization of cost control. Seventhly, speed up the pace of reform and integration, further promote the integration and reorganization of subordinate enterprises, and improve the modern enterprise system.

When the sea is rough, it highlights the role and value of the mainstay, and no matter how many mountains there are, the most important and crucial is the main peak. Standing at a new historical starting point, let us unite more closely around the Party Central Committee with Comrade Xi Jinping for the core, implement all decisions and arrangements of the Party organization of CSSC, vigorously carry forward the "Three Spirits" of CSSC. Remember the suffering and glory yesterday, live up to the mission of today and the great dream of tomorrow. All the cadres and employees shall show a new outlook, make new achievements and start a new journey under the strong leadership of the new party committee of DSIC, lay a solid foundation and work hard in a thoroughgoing manner, promote to realize the goals of the 14^th Five-Year Plan of DSIC, make new greater contributions to build a domestic-leading and world-class shipbuilding enterprise, and greet the successful convening of the 20^th National Congress of the CPC with excellent performance!
