DSIC (a subsidiary of CSSC) held the founding meeting for its Science and Technology Committee on 12th May. Yang Zhizhong, the Chairman and Party Secretary of CSSC, attended the meeting and delivered a speech. Li Yanqing, the Member of the Standing Committee of the Science and Technology Committee of CSSC, attended the meeting through video conference and delivered a speech. Zheng Wei, the Chief Engineer and the Deputy General Manager of DSIC announced relevant documents for establishment of Science and Technology Committee of DSIC, appointment of major members and constitution of specialty teams.
The leaders of CSSC handed out the Certificate of Engagement to major members and consultants of the Science and Technology Committee, Jiang Fumao, the Academic Leader of CSSC, the Director of Science and Technology Committee of DSIC and Deputy Chief Engineer presided the meeting. Zheng Wei has proposed three advice to the work of the Specialty Team of the Science and Technology Committee.
First, each Specialty Team shall carry out technical demonstration and examination, deliver advice and opinion under the instruction of the Science and Technology Committee of DSIC.
Second, each Specialty Team shall provide advice for the Science and Technology Committee of DSIC in making scientific decisions for major technical issues, and provide advice and technical support.
Third, experts of each Specialty Team shall give play to their technical expertise, fulfill their obligations in exercising control and giving advice, and make contribution to the high-quality development of DSIC.
Li Yanqing has congratulated to the establishment of the Science and Technology Committee of DSIC and give four pieces of advice to the Science and Technology Committee. First, stick to rules and incorporate the work of Science and Technology Committee to the normal business procedure of the enterprise, the institutional design shall provide guarantee to the Science and Technology Committee to perform its obligations. Second, DSIC shall focus on the business core and features of DSIC, major contradictions and risks, and identify the direction; Third, DSIC shall create the academic atmosphere, build a technical team, the technical mindset and strategic perspective. Fourth, DSIC shall implement the responsibilities and establish a standard, institutionalized and targeted working style.
Yang Zhizhong congratulated to the establishment of DSIC Science and Technology Committee on behalf of CSSC and gave three advice to the work of the Science and Technology Committee. First, we shall recognize the necessity to establish the Science and Technology Committee of DSIC, which is the measure of DSIC in implementing important instructions and spirits of the General Secretary Xi Jinping and also the decision of CISC, meet the objective requirements for DSIC to strengthen its technical innovation and push forward high-quality development, and also respond to the realistic demand of DSIC in sticking to the problem-oriented policy and strengthening risk control. Second, DSIC shall take well-targeted steps and build a strong and down-to-earth Science and Technology Committee, improve the coverage and effect of technical review, detailize the work-flow of technical review, replenish, improve and adjust continuously and dynamically the pool of technical review experts of the Science and Technology Committee of DSIC, improve the quality and efficiency of advice, and organize each Specialty Team to strengthen the pioneering technical study voluntarily and boost the cross-disciplinary and cross-technical field top-level planning on major topics, engage in the academic workshop and exchange and contribute intellectual power to the scientific and technical innovation of DSIC. Third, DSIC shall coordinate its efforts and start a new dimension for scientific and technological innovation, build a robust working system for the Science and Technology Committee, improve rules and systems, strengthen the talent team of the Science and Technology Committee, fully explore and utilize the internal and external expert resources, recommend excellent members to the Specialty Team, improve the capabilities of members of the Specialty Team of the Science and Technology Committee, emphasize the further study of members of the Specialty Team, support greatly the Science and Technology Committee to carry out work, improve the work perspective, instill the awareness of “a game of chess”, fully understand the realistic significance of the work of the Science and Technology Committee, fully cooperate the Science and Technology to give play to their function.
Some leaders, party members, Assistant to the General Manager and Chief-level leaders of DSIC, high-level experts of CSSC, members of each Specialty Team of the Science and Technology Committee, director, vice directors, members, consultants, special consultants, general secretary, deputy general secretary, leader and vice leaders of each specialty team, members of the working organizations of the Science and Technology Committee and medium-level chief leaders of each unit attended the meeting.
DSIC Shanhaiguan Shipbuilding Industry Co., Ltd, Bohai Shipbuilding Industry Co., Ltd and DSIC Tianjin attended the meeting in branch venues through video conference. After the foundation meeting, the Science and Technology Committee of DSIC held its first plenary meeting and the Science and Technology Innovation Seminar. Zheng Wei has proposed specific requirements on the work of the Science and Technology Committee and required each Specialty Team to work carefully, give constructive advice and contribute its strength to the high-quality development of DSIC. Participants have learned the key tasks of the Science and Technology Committee of CSSC for the year of 2022 and the method for topic study and management of the Science and Technology Committee of CSSC. Leaders of eight Specialty Teams including Civil Vessel New Product Specialty Team, Offshore Structure New Product Specialty Team, Gas Carrier R&D Specialty Team, Heavy Industry and Ship Repair Product Technical Specialty Team, Design Technical Specialty Team, Advanced Manufacture Technical Specialty Team, Management Technical Specialty Team and Informatization Specialty Team delivered speech in the meeting. |
