Yang Zhizhong, the secretary of party committee and Chairman of DSIC (a subsidiary of CSIC) delivered a speech on quality training under the topic of “Implementing refined management, strengthening quality improvement, reducing cost and improving efficiency” for the Monthly Quality Activities on 28th Sept.
Yang Zhizhong pointed out that DSIC has already established its overall layout of “one headquarter and four bases”. Among the major directions during the “14th five year” period, “refinement” and “improving quality and efficiency” are key words to boost the management, and each unit shall implement the refined management, enhance quality and efficiency, reduce costs, improve the management efficiency and operating result, and lay the solid foundation for DSIC to carry out effectively the quality work during the “14th five year” period.
With regards to the quality management, Yang Zhizhong pointed out that firstly DSIC shall improve its level of quality management. “DSIC 426 Quality Management Model” emphasizes the involvement of all staff, all systems, all features, all chains, the whole-lifespan and all elements and the quality work needs the involvement of all staff and whole-process control. DSIC has been promoting greatly “through management of outsourced products”, and “the assembly unit takes the overall responsibility”. He emphasized again that the quality management shall extend to the end of supply chain. Secondly, DSIC shall take “quality improvement” as an important entry point for cost control. Each unit shall study carefully “the Cost Measure Promotion Plan” and take “quality improvement” as an important entry point for cost control. Each unit shall engage in improving quality and efficiency, refining the target measures, promoting cost measures and boosting the management efficiency and operating result. Thirdly, DSIC shall implement the requirements on refined quality management of vessels. Each unit shall implement the refined management by focusing on the concept of “refined, quantified, standardized, pipeline, tabulated, and informationized, and combine effectively the “refined management” and “informationized propulsion”.
Yang Zhizhong emphasized that each unit shall improve ceaselessly the awareness of quality and responsibility among different levels of staff, carry out continuously the measure of “reducing the quantity and preventing increase of quality issues”, pushing forward the quality measures of “finding out shortcomings, tackling weak links and reinforcing weak areas, carrying out in depth the appraisal on maturity of refined quality management, and strengthening continuously the “through management” on outsourced products, push forward actively the management system on equipment quality, improve greatly the quality capabilities, including provision of quality assurance resource, building the quality assurance team and reliable professional knowledge training.
Yang Zhizhong emphasized that quality work is extremely important and has profound influence and we should try our best in improving the quality of equipment and product with a strong sense of mission, responsibility and urgency by uplifting it to the height of corporate survival, victory or loss of a war, and rise and fall of a nation. We shall lay a solid foundation for the centennial growth with quality improvement, achieve cost reduction and increase of efficiency through quality improvement and push forward the high-quality sustainable growth of DSIC through quality improvement. DSIC shall organize properly the subsequent work, improve the capability of refined management, strengthen the quality by reinforcing weak areas and ensure that the production tasks and quality targets are smoothly achieved in 2021 and make a good start for the 14th five-year period. |
